This results in difficulties in defining priorities, choosing tools, activating resources and, above all, in understanding how the transition is perceived by citizens and what real barriers hinder the adoption of solutions.<\/span><\/p><p><span style=\"font-weight: 400;\">The ENTRACK path was created to respond to this need with structured and participatory technical assistance: AISFOR accompanied the pilot municipalities in the definition of inclusive and socially just Clean Energy Transition Plans, integrating policy analysis, self-assessment of local actions and community involvement to build a final plan co-developed with citizens and local actors. In Italy, AISFOR guided and facilitated the path in the Municipalities of Vico Equense and Piano di
