The European Survey on the EPBD and Energy Renovation Policies

We are collaborating with Ecoserveis Cultura Energètica and the Institute for European Energy and Climate Policy Foundation (IEECP) in support of C40 Cities for an important research initiative on the Energy Performance of Buildings Directive (EPBD).
C40 is a network of nearly 100 mayors from leading global cities, united in confronting the climate crisis and building a thriving, equitable future for all. Their science-based work aims to limit global heating in line with the Paris Agreement and create resilient, inclusive communities. Through partnerships with labor, youth movements, civil society, and business, C40 is committed to halving emissions by 2030 and accelerating the shift away from fossil fuels.
The EPBD plays a crucial role in Europe’s transition to more energy-efficient and climate-resilient buildings. However, its implementation also raises vital questions around social equity and access to affordable housing, especially in cities already facing high living costs. This study focuses on the implementation of the EPBD and its potential impact on housing affordability in European urban centers.
By participating in this survey, you’ll contribute to a better understanding of:
- How the EPBD is perceived and applied in different contexts
- What stakeholders know, need, and expect in relation to building renovations and energy efficiency
- The main barriers, opportunities, and social impacts of EPBD-related policies
- How energy performance improvements can support more inclusive and accessible housing systems
We are inviting professionals, public officials, housing experts, and anyone working in the energy or building sectors to share their perspectives. The survey takes about 10 minutes, and your contribution will help shape future strategies and policy recommendations at both the local and EU levels.
