The activity — A practical one-stop shop for CER (activate or participate)
Renewable Energy Communities (RECs) are becoming a concrete lever for the energy transition, but for citizens, businesses and Public Administrations the path often remains fragmented and complex: dispersed information, continuous regulatory updates, operational doubts on how to start (or how to join) and lack of clarity on roles, steps and tools.
The One-Stop Shops of the DISCOVER project were created to respond to this need: to be a single practical point of reference where you can find guidance and accompaniment on CERs, both for those who want to activate one and for those who want to participate in an existing community. The goal is to transform a technical issue into a comprehensible and “actionable” path, with clear answers and useful tools to move from interest to action.
How we work — AISFOR support for services, promotion and monitoring of the SDGs DISCOVER
AISFOR was able to support the development of the DISCOVER SDGs thanks to a mix of technical skills on energy and CER and the ability to transform complex knowledge into shared tools, languages and working methods, useful for making the services of the help desk clear, consistent and easy to use.
- Set up and carry out the analysis of existing projects: collection and reading criteria to understand what is already available, for whom, with what limits and with what strengths.
- Carried out the analysis of existing services in Europe: comparative reading of the European scenario to highlight gaps, recurring needs and specific opportunities on the CER theme.
- Co-designed new targeted services for the SDGs: definition of "response packages" and operational tools to make the desk really useful in real questions (not just informational).

Supported the promotion of the SDGs, supporting:
- multi-channel communication strategies;
- personalized visual identities, to make each OSS recognizable and close to the community;
- targeted dissemination for different targets (citizens, PA, technical stakeholders). - Set up monitoring and evaluation: key indicators, periodic reports and analysis of emerging needs to progressively improve services, demonstrate impact and optimize resources.
The AISFOR contribution — What remains: replicable tools for ESC SDGs
- A structured mapping of existing services and a reading of gaps as a basis for designing more effective OSS services.
- A clearer and more targeted catalogue of OSS services (what the counter offers, to whom, with what steps).
- A set of "ready-to-use" tools and operational content to transform requests into accompanying paths (materials, templates, procedures).
- An OSS communication package for the launch and recognition on the territory (multi-channel setting + materials/format + visual identity lines).
- A dissemination system by target (messages and differentiated content for citizens, PA and technical stakeholders).
- A monitoring and evaluation framework (KPIs + periodic reports + emerging needs analysis) to measure activities, improve services and make the impact evident.

The DISCOVER One-Stop Shop Desk was developed within the LIFE Clean Energy Transition DISCOVER project (LIFE22-CET- DISCOVER/101120622, 01/12/2023–30/11/2026), funded by the European LIFE programme, with the aim of supporting the transition to a society powered by renewables by promoting Energy Communities through the launch of local hubs in five European regions, practical services (technical, economic, financial and legal) throughout the life cycle of the initiatives, the connection with suppliers and authorities, and the creation of an interactive online tool and an operational guide; for context and overall results, please refer to the DISCOVER project page.
