The activity — Tailor-made support for municipalities in the key phases of diagnosis, planning and implementation
For many municipalities, energy poverty is a present phenomenon but difficult to address in an operational way: there is often a lack of a clear picture of the problem at the local level, a method for defining realistic priorities and measures, and tools to involve local actors and initiate interventions
concrete ones. Within the Energy Poverty Advisory Hub (EPAH), of which AISFOR is a partner, technical assistance is designed to support municipalities in any of the three phases of the path to combat energy poverty (diagnosis, planning, implementation), intervening on one or more specific steps
based on need: from reading the phenomenon and defining priorities, to building the plan and launching actions.
How we work — Modular technical assistance: support on one or more steps, where you really need it
Thanks to its expertise on energy poverty and work with municipalities, AISFOR contributes to “module” technical assistance paths, adapted to where the municipality is located and the steps on which it is necessary to work.
- The local diagnosis of energy poverty has been set up and accompanied: definition of the scope of analysis and the methodological approach to read vulnerabilities and needs in the area.
- Supported the collection, organization and reading of useful data: identification of sources, indicators and methods of interpretation to support decisions.
- The internal capacity of the Municipality has been strengthened: capacity building activities and transfer of methods and operational routines to make the work replicable over time.
- Carried out mapping and structured stakeholder involvement: identification of relevant actors and activation of moments of discussion to integrate local knowledge and experience.
- Guided the definition of priorities and the construction of the action plan: translation of the diagnosis into measures, objectives and realistic roadmaps for the context of the Municipality.
- Supported the design of actions and implementation tools: setting up practical initiatives (services, campaigns, empowerment activities, governance models) to move from the plan to the first actions.
- Monitoring and evaluation set: definition of indicators and verification methods to measure progress and results and progressively improve the effectiveness of the measures.

- Local diagnosis framework: evidence and useful readings to understand "where to intervene" and with what priorities.
- Set of indicators and information base for decisions: data, sources and reading criteria that can be updated and reused over time.
- Governance and stakeholder map: an involvement system that helps the Municipality to work continuously with the territory.
- Action plan and actionable roadmap: defined measures, clear priorities and concrete steps for grounding, when support is focused on planning.
- Operational tools for the start of implementation: formats, materials and work routines to transform the plan into actions, when support is focused on implementation.
- Monitoring and continuous improvement frameworks: indicators and routines to evaluate results, adapt measures and capitalize on experience.
