ENTRACK – Technical assistance to municipalities for a just and participatory energy transition
The activity — Supporting rural municipalities to transform objectives into viable socio-energy policies
Many municipalities, especially in rural contexts, do not have sufficient technical and methodological skills to plan the energy transition effectively and at the same time attentive to social impacts. This results in difficulties in defining priorities, choosing tools, activating resources and, above all, in understanding how the transition is perceived by citizens and what real barriers hinder the adoption of solutions.
The ENTRACK path was created to respond to this need with structured and participatory technical assistance: AISFOR accompanied the pilot municipalities in the definition of inclusive and socially just Clean Energy Transition Plans, integrating policy analysis, self-assessment of local actions and community involvement to build a final plan co-developed with citizens and local actors. In Italy, AISFOR guided and facilitated the path in the Municipalities of Vico Equense and Piano di Sorrento.
How we work — Technical assistance and facilitation to build a community plan co-developed with the community
Thanks to its expertise in energy poverty, socio-energy policies and participatory methods, AISFOR supports municipalities with an operational path that integrates analysis, listening and co-planning, up to the definition of feasible and shared measures.
- Mapped and analyzed existing policies and tools: reading the energy and social context at different institutional levels to identify opportunities, gaps and coherence of local actions.
- A participatory research on citizens' perceptions was set up and carried out: collection of needs, barriers and real motivations to provide the Municipality with useful evidence to design more effective measures that adhere to the territory through ethnographic techniques.
- Self-evaluation of local policies has been facilitated: structured sessions with administrators and technicians to read strategies, internal skills, strengths and areas for improvement.
- A stable multi-actor table has been activated and facilitated: involvement of associations, economic actors and citizens' representatives to ensure continuous discussion and co-development of choices.
- Supported the co-design of socio-energy measures: translation of the priorities that emerged into concrete actions, oriented towards equity and feasibility on the territory through a cycle of meetings to co-design an ESRB as part of the municipal plan.
- Accompanied by the definition of a shared vision and commitments: clarification of objectives, responsibilities and work trajectory to make the transition more stable and governable over time.
The AISFOR contribution — What remains: method and replicable deliverables for municipalities
- Replicable method of socio-energy planning: a sequence of work that integrates analysis, self-assessment, listening to the community and co-design of measures.
- Self-assessment and facilitation tools: formats, outlines and operational routines to read critical issues, skills and priorities and improve the quality of local policies.
- Multi-actor governance setting: a stable comparison model that helps the Municipality to maintain dialogue with the territory during design and implementation.
- Evidence on citizens' perceptions and barriers: a set of qualitative information that can be used to make measures more adherent to the local reality and more effective in adoption.
- Package of co-developed socio-energy measures: concrete actions ready to be scheduled and implemented by the Municipality with the support of local actors.
- Path and feasibility plan for a local ESRB: a technical-legal-financial-social system and a final deliverable that can be used to operationally launch the solidarity energy community.
