Technical Assistance: supporting, guiding and enabling the transition
Technical assistance is an operational tool that supports public bodies, organisations and local areas in the planning, implementation and management of actions related to the energy, ecological and social transition, including within the framework of European programmes and initiatives.
Through specialist advisory activities, methodological support and ongoing guidance, it helps turn strategies and policies into concrete, actionable interventions. For AISFOR, technical assistance is a strategic tool for supporting institutions and organisations, particularly public administrations, in pursuing a just and sustainable transition.
Our work is addressed to public bodies, third sector organisations and local stakeholders, and is carried out through tailored interventions designed around specific needs, organisational capacities and the objectives to be achieved.
Through technical assistance, we focus on the effectiveness of policies and the quality of actions, with the aim of strengthening operational skills, improving process management and promoting impact on the territory.
We believe that qualified and continuous support is essential to make transition policies truly feasible: this is why we design interventions that combine technical skills, strategic vision and accompanying skills.
How we carry out technical assistance
We design and manage technical assistance activities according to the objectives and context of intervention. Among the activities that characterize our approach:
- analysis of needs and the organizational and territorial context;
- support for the design and planning of interventions;
- operational support and mentorship paths in the implementation phase;
- support for administrative and technical management;
- monitoring of activities and evaluation of results;

Technical assistance: application examples
AISFOR’s technical assistance activities are divided into accompaniment, capacity building and operational support interventions developed as part of European programs and projects. Below are three examples that return the main lines of intervention of AISFOR in support of public administrations and territories.
Technical assistance for administrations – EPAH Initiative
Technical assistance activities carried out as part of the European initiative EPAH, dedicated to the fight against energy poverty through a call for tenders addressed to municipalities for the request of specialist support.
The intervention accompanies administrations in the design and implementation of local actions and policies against energy poverty, through technical coaching and methodological support.
Mentorship path – ASSERT project
Mentorship and technical accompaniment course carried out as part of the European project ASSERT, aimed at municipalities and intermediaries operating in the nexus between energy poverty and physical disability.
The activity is aimed at strengthening the skills of the entities involved and supporting the design and implementation of inclusive actions to support people with disabilities in conditions of energy vulnerability.
Support to Municipalities – ENTRACK Project
Technical assistance activities carried out as part of the European project ENTRACK, dedicated to supporting municipalities in defining and strengthening socio-energy policies. The intervention accompanies administrations in the processes of analysis, planning and integration of policies to jointly address the social and energy dimensions
of the transition.
