The activity — Bringing redevelopment "home" to those who live it
In the energy redevelopment of public housing projects, the technical component is fundamental, but it is not enough: success also depends on how the path is understood and experienced by those who live in the buildings. Tenants and families are often faced with partial information, overly specialized language and passages perceived as “dropped from above”, while very concrete questions emerge in everyday life: how long the work will last, what inconvenience there will be, what will change inside the house, what benefits to expect on comfort and bills, how to use any new equipment and systems correctly.
The TIGER campaign, in collaboration with the ATER of the Region, was created to respond to this need: to make redevelopment a transparent, understandable and participatory path, creating a common language between the project and people, reducing uncertainties and misunderstandings and enhancing the active role of tenants. The goal is to accompany residents not only to “suffer” a construction site, but to recognize the meaning of the intervention and to reap its advantages over time, also through practical indications and good habits that help maximize results.
How we work — From technical complexity to clear messaging and real engagement
Thanks to the ability to combine energy content, a dissemination approach and methods of involvement, AISFOR has contributed to transforming the redevelopment into a comprehensible path close to the
daily life of the tenants.
- Co-designed the information path on the territory: definition of meeting moments and contents to explain the objectives, phases and impacts of the redevelopment with an accessible language.
- Developed practical content for tenants: materials on consumption, living comfort and good saving practices, with concrete examples related to the house (e.g. fixtures and correct use of equipment).
- Continuous support for doubts and requests has been set up: activation of dedicated channels (e.g. help desk) and response methods to accompany people throughout the process.
- A coherent multi-channel communication has been structured: integration between physical presence and digital channels (video/social content) to make information more immediate and easy to find.
- Set up monitoring and feedback collection: tracking recurring questions, attending meetings and feedback from tenants to update content and communication methods during the campaign.
The AISFOR contribution — What remains: a replicable format to involve tenants and territories
- A "mixed" campaign format (presence + digital) to accompany tenants along a redevelopment path.
- Reusable materials and content to explain energy efficiency and living comfort in simple, action-oriented language.
- An ongoing support setting (help desk + digital channels) to reduce uncertainty and increase trust and participation.

The awareness campaign on redevelopment took place as part of the European Horizon 2020 project TIGER (Grant Agreement 101018403, 01/06/2021–30/11/2025), coordinated by the Abruzzo Region, with the aim of activating energy redevelopment interventions in public housing in Abruzzo (involving over 1,500 families and 126 buildings in 58 municipalities) and triggering investments through an innovative model based on EPCs and integrated financial instruments, also contributing to combating energy poverty by improving comfort levels; for context and overall results visit the TIGER project page.
