Developing Integrated Services for COmmunity energy to accelerate Valid Energy Transition

The DISCOVER Project aims to develop and implement a comprehensive Handbook for Energy Communities (CEPs). This initiative is the result of the shared experience of the members of the partnership, who are actively involved in the promotion of energy communities in different regions.

The project recognizes the common challenges faced by energy community projects, which often struggle to gain momentum and sustainability. These challenges range from legal and administrative complexities to financial, social, and organizational issues. In parallel with the implementation of the Clean Energy for all Europeans Package, the project is part of a context in which Energy Communities are taking on a central role in Italy and Europe. These communities are perceived as vehicles of environmental, social, economic and energy poverty benefits.

DISCOVER is committed to overcoming these challenges, actively collaborating with regional partners to tailor the Handbook to the specific needs of local communities. The aim is not only to transform existing information tools into concrete services within the handbook, but also to establish four Service Centres in the Pilot Regions. These centres will act as local reference points, providing advice, training and technical support to ensure effective dissemination of the Handbook and the success of CEPs in their implementation.

DISCOVER is committed to conducting continuous monitoring and evaluation of the project’s progress, comparing the results obtained with the previously established key performance indicators. Through this practice of dynamic assessment, DISCOVER intends to actively contribute to the creation of tools and support mechanisms that facilitate the active and effective participation of local authorities in city initiatives for the energy transition, focusing in particular on Energy Communities.

Objectives:

  • Development and implementation of the CEC Handbook
  • Creation of 4 Service Centres in Pilot Regions

  • Stimulation of new initiatives of the CECs
  • Operational support to CECs

Actions:

  • Transform existing information tools into concrete services within the manual.
  • Work with regional partners to customize the handbook and address challenges specific to local communities.
  • Establish local service centers in the pilot regions to facilitate the dissemination of the manual.
  • Continuously monitor and evaluate project progress against established key performance indicators, adjusting strategies as necessary for optimal impact.
