TIGER

The TIGER Project is part of the context of European energy (Green Deal and Renovation Wave) and social policies. The building sector is one of the largest consumers of energy in Europe, responsible for almost 40% of energy consumption and 36% of CO2 emissions. In addition, social housing, the specific objective of the project, is in a particularly critical state due to the lack of funding to carry out a complete and structured renovation of the buildings and a long-term energy strategy.

The project addresses the problems of lack of funding and contributes to reducing energy poverty, a growing problem in Europe, further accentuated due to the Covid-19 pandemic. It is estimated that to date at least 50 million European citizens, for economic, building efficiency or even cultural reasons, have difficulty paying energy bills and give up using heating systems.

TIGER intends to carry out energy redevelopment interventions in 126 buildings of the Abruzzo ATER heritage located in 58 municipalities of the Abruzzo Region, providing for investments of over 16 million euros (initial value, susceptible to be increased through a resource multiplier mechanism) through the experimentation of innovative financing models which integrate resources and incentives at regional and national level (tax deductions, incentives, ERDF, subsidized loans, thermal account, etc.) with energy performance contracts (EPC).

The interventions will bring estimated energy savings of more than 30% and an expected reduction in CO2 emissions of over 1760 tCO2/year, thus contributing to the decarbonization of the building stock.

Objectives:

TIGER aims to improve the energy efficiency of the public housing stock. In particular, it provides:

– the energy requalification of over 1,500 public housing units in 126 buildings in 58 municipalities of the Abruzzo Region

– the reduction of more than 30% in energy consumption and 1760 tCO2/year of emissions

– combat the phenomenon of energy poverty.

Actions:

The range of energy requalification interventions includes:

– The energy requalification of the ATER, with interventions aimed at ensuring the thermal insulation of opaque structures, the replacement of air conditioning systems and the replacement of windows including fixtures.

– The development of a complex investment program which, through one or more European tenders announced by the Abruzzo Region and divided into 5 territorial lots, will make it possible to select 5 ESCos – Energy Service Companies – which will carry out the interventions in the selected buildings.

– The creation, under the responsibility of the Abruzzo Region, of a working group that will include the technical, financial, legal and communication skills necessary to manage all phases of the Project for the complete management of all phases of the project.

– Support helpdesks for tenants will be structured and training and communication programs will be launched;

– The introduction of a new energy performance contract for tenants and a lease contract that will take into account the interventions carried out and the consequent decrease in energy costs.

– Finally, a “TIGER model” will be created for the implementation of investments in residential construction that can be replicated at national level.
