The 5th National Conference on Energy Poverty will be held on Friday 20 February 2026, promoted by AISFOR, RETE ASSIST, Banco dell’energia and hosted by GSE, in Rome in viale Maresciallo Pilsudski, 92. The Conference represents the reference event for the discussion between institutions, local authorities, territorial networks and social actors engaged in the fight against energy poverty in Italy.
Energy poverty concerns the impossibility for individuals and families to access essential energy services in an adequate and sustainable way: heating and cooling of rooms, lighting, use of electricity and household appliances, protection from cold and heat. It is a complex and multidimensional phenomenon that is intertwined with social, housing and economic fragility and which, according to the most recent national data, involves over 2.4 million families, equal to about 9.1% of the total. In a phase of acceleration of the energy transition, the issue is becoming increasingly urgent, posing the need to transform policies into concrete and accessible responses.
The 2026 edition focuses on the role of territories and communities, as key places where climate and energy policies meet people’s real needs and operational solutions take shape. The program The meeting of the day includes sessions to frame the European and national context, moments of institutional discussion and a focus on European technical assistance, with the presentation of the new call for proposals of the Energy Poverty Advisory Hub (EPAH) which offers municipalities an opportunity to access technical assistance paths to support territorial policies and solutions in the fight against energy poverty.
The afternoon will be dedicated to thematic working groups, designed as spaces for operational and participatory discussion on experiences, tools and practices developed in the territories, with the aim of encouraging the exchange and construction of replicable solutions and points of common action. The topics of the Working Groups are: Tutors for Domestic Energy (TED) in the territories, diagnosis of energy poverty, One Stop Shop (OSS) and Renewable Energy Communities (RECs).
