Energy poverty: a new deepening at European level

As the Italian Antenna of the Energy Poverty Advisory Hub – EPAH, AISFOR will contribute to a new in-depth study promoted by the Directorate-General for Energy of the European Commission – DG ENER on the systems used in different European countries to identify people and families in conditions of energy poverty.

The study will analyse approaches, criteria, tools and initiatives adopted at national level to identify the most vulnerable households and target support measures more effectively. The results collected will contribute to the process of revising the European Commission’s Recommendation on Energy Poverty.

The aim is to collect examples of criteria, tools, programmes and initiatives adopted at national and local level to identify the most vulnerable households and target support measures more effectively.

The analysis does not aim to carry out an exhaustive recognition, but to highlight significant experiences, recurring difficulties and any areas in which consolidated tools or practices are lacking. The absence of relevant examples will also be a useful element in understanding the differences between national contexts.

The results will feed into the European Commission’s work on the revision of the Recommendation on Energy Poverty.

Do you know of a relevant experience?

Public bodies, third sector organisations, social operators, energy desks, research bodies and other entities active in the area are invited to report Italian initiatives that adopt specific criteria or tools to identify and reach people in conditions of energy poverty.

Of particular interest are experiences based on the sharing of social, energy, health or building-related data; on reporting by frontline operators; on the characteristics of buildings; on the territorial concentration of vulnerability; or on the link between energy and social services.

Alerts can relate to public policies, local programmes, pilot projects, EU-funded initiatives or emerging practices. It is not necessary to provide exhaustive research: even a limited example, as long as it is documented, can contribute to the analysis.
